Prior to being foreclosed, and in the case where the borrower has become behind in payments, a property is placed in a state called notice of default. This puts pressure on the owner to sell, and again they are often willing to do so at steep discounts, pending the bank's approval.

After the bank assumes ownership of a property it is known as REO, or real estate owned. Since the title is now in the bank's possession they must sell it to get it of their books since it is no longer generating positive cash for them. A word to the wise however. These properties are often sold in as is condition. Care must be taken such that the potential investor is aware of the issues. Sometimes there are no problems. Sometimes the issues are minor, but unfortunately sometimes the problems are severe and can require big money to correct.

There are even times when an investor takes possession of a home while it is still being lived in by the previous owner. In these cases an eviction can be in order, and sometimes the home is damaged purposefully as the previous owner leaves. This can put a dent in any potential resale.
